Rascal 20" forks stereer length?

According to the Klein Tech Manual the "steerer tube" of a 20inch Rascal is 155mm.

I'm not sure if they mean the length of the headtube (then your fork will not be enough) or the length of the steerer (then you have the perfect fork).
Of course, the stack height of the headset is also important. The black XT headset is e.g. very low.

Infact I made a mistake, I confused the length on the manual with the length of my forks that is 14.6cm. The tech manual give me the impression that has an high torelarnce due to taller headset on the market ( like mavic).
The fork I have to fit is from a rascal, and it is too long for 19" and short dor 21", but I dont know if it has been modified later to fit other frames.
If any one that have a rascal could please give me a measure, maybe only the headtube, it will help a lot.
I will use a short stereer like xt.
