Bit rusty around the BB?

That rust looks like surface sort of rust coming from exposed metal on the BB to me rather than from the inside. What do you think?
Far too big for me so I am only curious as opposed to interested

I know, almost always! It's like Raleigh geared a specific marketing campaign towards tall people bach then. I did however see someone selling a "21 frame set of one of these on a Swedish forum a few days ago for about £170, I could PM the link if you'd like?
