Here's a raleigh city bike for sale. It looks to me, judging from the brake blocks and original bar grips that the bike has never been used. There is some spots of rust on the brake callipers and other bare metal parts, but it's just superficial and will easily rub off and polish up with a bit of autosol.
The only thing I've done is put new tyres and tubes on as the originals were perished from being sat in a garage for so long. The tyres are the same as the originals, Raleigh Records.
It has a three speed Sturmey archer hub gear that is working perfectly, a pannier rack, and bike stand.
