Raleigh building for other brands?

I've seen occasional (one-off) examples of Raleigh SBDU frames built as other brands/shops (as opposed to frames which were repainted by the owner afterwards as a different manufacturer).
All these frames seem to have been built as 'favours' with the shop in question knowing the SBDU management.
Does anyone know if Raleigh/Carlton (Worksop) built batches of frames for other brands?

The reason I ask is the eBay sale below:

It suggests that the Jan Janssen frameset isn't a re-stickered Raleigh but was built by Raleigh as a Jan Janssen, it certainly looks like a Raleigh but doesn't have any serial number.

I've seen suspicious later Falcon's which look like Raleigh / Carlton but aside from the usual suspects nothing springs to mind.

The frame in the pic looks like a Portacatena dropout generic?

That doesn't look like SBDU to me.

Gear lever bosses look wrong
Top tube cable guides look wrong
Rear brake bridge looks wrong
And more telling is the finish to the ends of the stays where they join the dropouts
