Looks more like a Raleigh professional with the top tube cable guides, could be later additions though, also is it me or does it look like its had its slotted BB filled? It's interesting though.

Sort of doesn't look very raleigh to me, not sure why? the start of the seat stay cap? the fork rake?

I'm not sure about this either, I mailed abput frame weight and he said 1960gr which puts it firmly in 531 territory. Shame, but no cigar.
