Can I use a threaded steerer with an aheadset system.
Specifically is it safe to mount the stem over the threads, or will the contact area be insufficient in terms of how secure and safe the set up is?

Not at the same angle.
 
As the two surfaces are not moving against each other then there should be no safety issues; I've done it more than once and I am a lardy git! :lol:
 
Would there not be an issue if the stem solely sits on the threads for its entire length? The thread at the base on the stem would act as a stress riser, the handlebars and stem cantilevering on that stress riser. Personally I wouldn't do it but then I tend to use things as they were designed when my safety is at stake.
 
Also be cautious regarding the outer diameter of the steerer as, while ahead steerers tend to be a single fixed outer diameter perfectly suited to aheadsets, threaded steerers can vary along their length with only the threaded section being the requisite diameter to fit in the headset and locknut (I think it's to do with whether the thread is cut or rolled?)
