Premier Cycles 531 frame identification?

Hi All,
I have just found an interesting 531 'Special Lightweight' tubing frame. With campag dropouts. I have other 531 frames and this tubing does feel light and very thin (when you ping it) in comparison.
It looks 70s to me and had a 1970 Campag Nuovo record rear mech on it with a matching period braze on Campag front mech.
It has full chrome Tange sloping crown forks.
It has what I take it is a Gazelle scillouette logo on a white round background on the headtube with no other Gazelle transfers or stampings on the frame at all but it has Premier Cycles transfers and world champion bands on the seat tube, plus a transfer saying RECORD on the crossbar on the right hand side near the front that looks very original and is laquered into the original finish.
There are a couple of these and they are prominantly placed down the seat tube not just like a suppliers transfer usually would be.
The other query is that it does not have a frame number that matches the Gazelle numbering pattern. Under the bottom bracket it has a large P with a small 8 and a larger 0 next to it.
Did Premier ever build themselves and if so has anyone got any pics of their transfers? It kind of looks to me like it is a Premier frame that someone has stuck a Gazelle copy head tube sticker on??

Intriguingly it has a printed gold tape name sticker on the left side of the crossbar near the front bearing the name Mark Bell Ystwyth CC. (could this be 'the' Mark Bell now sadly deceased).
Any ideas?
