Posting pictures

Can some one show me a link or give me info on posting pictures. my comp has nero image. when i try to post a photo nothing happens. if the file size is to large i need to know how to reduce it. thanks.. i think i'm worse at things to do with computers than i am with building bikes...

The file size limit on pictures is 250k. I use ImageJ on my Mac to shrink picture files.
