Or often: used, but kind polishes up OK, and persuasively in reasonably good condition, therefore, NOS.

And sometimes: a bit ropey, but not entirely knackered, therefore, NOS.

Think of it as an ethos, rather than a definition...

So i ask.
What does a BULB rear hub that has a new shell, a new axle,bearings and spacers. The only 2nd bit is the internal ratchet ring.
IS that new or no :?
