they've been mounted to a wheel I would say. Look at the dropouts, some flecks of paint from the front and the 'ring' of darkness is typical of a wheel been clamped in.
Also it does seem to be missing some quite important brake studs.

Definitely not NOS, even if they're in good condition. The steerer also has some tell-tale marking.
The main thing going against the strong price for me is the lack of a canti-hanger - and although a brace is easy to come by, they're not really as vintage as you'd expect for the money. But from the sellers point of view; if you don't buy a ticket...

LOL I sold a pair of proper NOS ones for a lot less than that. Think he will have them for a fair while.
