New weird Frame

A old friend of mine gave me this frame.
Its a very confusing frame. Can anyone post some info about it?

Any close-up pics of that tubing decal? I think the headset might be a Sakae one, after Googling for SVX, but otherwise it is indeed a bit of a puzzle. Use of paint around the BB and headtube joints only reminds me of some Reynolds 953 frames of more recent vintage (e.g. Bertoletti)!

The seatpost decal says crhomo mtb or something like that and the diagonal "special 623G high tension steel"
I ll post some more pics later from home.
