Hmm. I don't think I've ever seen a titanium mountain bike frame with mud guard braze-ons the rear dropouts. Has anyone else?
 
The earlier steel Saracens are lovely frames with nice and tidy welding. Even my Saracen Sahara (pretty much bottom of the range) had great welding.
 
If that fork with its ahead steerer is the original, then it's likely to be 96 or later. A 27.2 post in a 28.6 seat tube is a sign of a good-quality frame. Most Tange Prestige seat tubes took a 27.2 post - it isn't brand name-specific, it's tubeset-specific.

The picture that thebigfrenchcheese remembered is certainly very similar to this frame.
 
Maybe im just thinking of the low end Saracens then, i know the entire 93 range used 26.2 and my mid nineties Terratrax was a 26.4.
