Mystery pre-war tandem brazings - any ideas?

My best guess is brake anchorage. Not sure, certainly not resilion.
My best suggestion is for "Monitor" super cam brakes, made a Tandem version, sometimes in clip on version, quite possibly a braze on version existed, but I have not seen them listed anywhere.
I can't remember seeing any though.
