Mysterious estay bike! Any ideas?

Posting this for a friend. No idea what it is looks quality from the welds and cable stops. Interesting features such as and extended top tube that attaches to the one piece seat stays. Please help it's driving me nuts not knowing!

looks like a rocky mountain

i remember it bitd...its on the tip of my tongue lol but its most definitely not a rocky mountain..the seat tube thru the top tube is the key to identifying it..

cable routing is on the top tube so i doubt its that..?
