Has anyone left it before? Can they leave you the same?

Bit of back story, I bought a stem and it was pictured and described as excellent. When I received the stem the quill and bolt was missing. Closer scrutiny of the picture does indeed show the quill at least is not there. I would have expected missing parts to be mentioned in the blurb but there was none :? I've tried to contact the seller but have no reply as yet. On one hand the stem is kinda shown missing the quill and on the other its pictured so that its not obvious and leaves it out in the description. All in all I got it for a fair price but now need to source a quill, so I'm not too bothered because of the bargain but rumpled that I need to rob a quill and bolt.

Is this justifiable moderate feedback or should I just not bother or am I as equally at fault, buyer beware an all that?

I would wait for a reply from the seller, he may be looking for the missing parts. If no reply after a week give negative feedback and explain why.
 
I'd say it's justifiable mate, it should have been mentioned in the description and if they're not responding to you messages then I'd say go for it.

I don't think they can retaliate either as eBay changed their rules a while ago so people would feel able to leave the feedback they thought the seller deserved and so now all the seller can do is give you a unpaid item strike if you don't pay them.

All that said give them a chance to reply before you do as we all make mistakes.

Give him/her a bit more time but if no reply a neutral would be in order I guess....on the very odd occaision I have left neg. or neutral feedback I have always added the 'bayer to my 'banned from bidding' list first...just in case they want to get silly.
 
also with parts missing it's hardly 'excellent' an important part like that to. Can't use till you it
 
I'll give him a week to respond.

tt the stem is usable once I source the missing parts.
