They came as standard equipment on some Koga-Miyata bikes, for example this 1991 GentsRacer-Carbolite:

The assembly came with holder, one or two adapters for the correct valve and two cartridges.
 
Isn't that a James Bond underwater diving kit from Thunderball? Perhaps the thought of cycling in the low countries and the threat of a sudden deluge / burst dyke / foray into a canal forced Koga to consider this as a home-market necessity? :wink:

It was a not much seen feature on the roadbikes, I think because of the relative weight. They were more common on the mountainbikes and hybrids. Like here, on Greg Herbold's bike:

It is a nice distinctive feature.
 
A bit overkill. Trow away the pump and fit a second cage. Much more usefull with this weather.
