Isn't that a James Bond underwater diving kit from Thunderball? Perhaps the thought of cycling in the low countries and the threat of a sudden deluge / burst dyke / foray into a canal forced Koga to consider this as a home-market necessity?
It was a not much seen feature on the roadbikes, I think because of the relative weight. They were more common on the mountainbikes and hybrids. Like here, on Greg Herbold's bike:
