Merlin Titanium MTB in the UK

Maybe it's the photo but the Top-tube to Seat Tube intersection looks way too high for a 17" ? ... or do they have a wierd way of measuring?

OK maybe not a 20" +, but a 19" rather than a 17". As someone who normally rides a 17" or 18" it looks too big for me :(

As a general rule of thumb, if you imagine a line joining the tops of the tyres, the amount of seat-tube below that line is about 15 inches, give or take. In this case, there's at least four inches, more like five, above that line, suggesting a size of c20. If Merlin measure from bb to top of top tube, that would make it a 19, but I can't see how it can be a 17.5 on any basis.

Also I think Wu-Tangled's Merlin is a 17.5 and that's a superb-looking bike and I'm sure it's not as tall as this one.
 
the short head tube already tells that it cannot be a 20" frame. that's a 20" frame of the same era

23" is the top tube lenght of the 17.5" merlin frames since long so i see no reason to doubt what the seller states. the head tube on a 17.5" frame would be around 4.5" long.
but the easiest way to find out is to ask how he has measured. merlin measured the frames center bb to center top tube.
