Mavic Circlip

Does anyone know :
a) The correct name for these ( the one on the left in the pic )
b) How the size is measured ( shaft diameter ? groove diameter ? )
c) How to get them on and off.
d) Where to get them from.

I'm sure it's the wrong type of circlip that is limiting my performance

Provided I too can work out (c), I might be able to help with (d) as I've a couple of Mavic 840 mechs in bits at home.

The nominal size looks to be the shaft diameter:

Model supplies shops seem to be a good source of tiny circlips; for example:

If you don't own a pair of tiny circlip pliers, you might be able to prise it off by twisting a watchmaker's screwdriver in the clip.
