Manitou 4 Fork Rebuild - Outer Leg Cleaning?

Looking for some advice on how best to clean the inside surfaces of the fork lower (outer) legs.

After stripping the forks down it looks like the elastomers have broken down and in some cases melted. This has left a really sticky film on the inside of the fork legs.
Have tried pouring boiling water through them but didnt hugely help.

Any advice appreciated
