Light touring bike - 55/56 tt with a 58/60seat tube

In good nick as I cant build for toffee. I need this to commute with as I am tired of getting my ciocc dirty. If only the thing took proper guards.

I do not want a full tourer, but something lighter with clearance for 25-28c tires and mudguards eyes. I think I would also like a rack.

Bikes primary and only purpose is commuting.

I would like to run 130oln, am have got a spare set of wheels/ saddle/ seatpost etc if need be. Prefer dt or bar end shifters rather than stis.

Got a Raleigh Royal f&f with clamp on downtube shifters, headset, cranks, 3TTT bars and stem, short original seatpost- just needs wheels and mechs- I have been running this as my fixed winter commuter. 23in seat post, 22.5 toptube

Update, I think what I need to do first is see if I can get a rigid fork for my boardman mtb and then proceed from there. I also need to sell a few bits to raise some cash.
