I have this, it works fine.
I replaced it due to the R/H unit failing so I bought a pair.

You say left hand one is jammed?
I had a left jammed one, mate had the new tiagra left one jammed. Turns out on both occasions it was a sticky cable that wasn't returning and the cable nipple was jamming. It seems Shimano pre grease their cables which then sets and sticks and jams the lever.
See if this is the problem first rather than buy, you may only need a new cable
