I'm afraid not. The F9 says what factory it was built in and is consistent with it being a Cinder Cone but doesn't prove it. The zero says that the frame was built in 1990, so proves that it is either a 1990 or a 1991 model. The rest of the numbers don't tell us anything in terms of identity and Kona have no records to say what they mean.
I think we saw this bike on here and it was visibly either a 91 or a 92 Cinder Cone, so the frame number proves it is a 91.
