Ken Ryall Identification/ more information

Good Morning,
I have inherited my late father in laws old racing cycle as my one was stolen. It had been left with years of neglect so I have been giving its some TLC.
- Oiled Chain
- Replaced front tubular tyre like for like
- General Clean
- Polished Chrome
- Applied some leather balm to the seat.

I want to keep the bike as original as possible. Would replacing the handlebar tape and possibly a new seat ruin its originalityor are these classed as consumables?

Finally can somebody give me a idea of value please? I know this is a rarer bike as I am struggling find too much info on the net. If it is worth something I can then buy a cheaper bike for myself and my son.

Nice looking machine. I'd definitely replace the tape, and Brooks saddles are still available new. It looks like it is missing the mechs and shifters. Are there any frame tube stickers (e.g. Reynolds)?

Finally, that stem looks as though it only has an inch or so still in the steerer tube. It needs to be lowered or could wrench itself out, which would definitely make your eyes water.

I wouldn't say its massively valuable, Ryall was a good name but not that uncommon. He used some classy builders. Maybe £100 or so as it is?
 
Thanks "hamster" for your reply, really appreciated. I wasn't sure whether the mechanism and shifters were supposed to be there or not? Okay, I will look around on the sites.
The saddle stem is only that high as i haven't rode on it yet so merely placed the seat in the hole. Thanks for the warning though, the wife wants us to look at having a another baby next year and that might have been compromised. :)
The only frame stickers on there was a Ken Ryall sticker, which looked like a duplicate of the front badge. I will add a photo for you to see.
 
Sorry, it's not the seatpost I mean but the stem for the handlebars. Seatpost needs to have about 50mm and the handlebar stem usually has a dotted line round it to stop it being pulled out too far. Around 40-50mm needs to be inside.
