think about your basic weather and school lessons

summer - earth/ sea warms up, stores heat which is why we get warm weather sometimes through till december, highest sea temps around october

winter - earth/ sea cools, takes time to store heat from the sun which is why our 'summer' is end of july onwards

The ground temperature is still very low as is the sea temps so any air passing from the north is going to stay cold.
