Is this seat stay damage or is this normal?

Picked up a bike from ebay and just arrived home I saw something strange under the seat stay:

Hard to tell if this is damage or normal as it's near the weld? But the other side does not have this.

Maybe just a dodgy weld from the factory? Colour looks original and if so it's survived this far!

It's a weld that's been quickly cleaned up but not well.

It's got another one on the others idea, it isn't likely to fail catastrophically, it will fail slowly of at all.

Friday job. Bridge too short...filled with weld snot. Quality "bugger it" job. But if its not fallen apart yet...it probably never will.
