They were made for Shimano's basic RSX group that was replaced with Sora.

Seven speed is 5mm nominal pitch between sprockets. 8 speed is 4.8mm pitch. So an 8 spd lever wont pull enough cable to change the wider gaps of 7 speed.
(there will be stories of how people have got it to work, but it depends on how fussy you are on it working 100% and when it gets older, it might not be so good)
and a personal opinion, but RSX was far better made than sora.
