yep IRD, as already stated. Looks rough, but might be a good buy for a local person at the opening bid. Have the seller take a look down the seat tube, and remove the quill stem to have a look into the headtube. If they look good, it would make for a good rider with some touching up and TLC. The seat post alone goes for $75 to $125 usually....sometimes more.
