yeh, pete McC is correct. cambria bike were selling them off for £9 in 99. I had 1 on my ole commuter for ages. the faceplate area is mega overbuilt.

mine only came with an atac DH decal on the front.. personally I'd get it powdercoated to match your frame!
there was a tiny japanese girl at 1 of the plymouth grundigs who had the same stem powdered to match & it looked awesome
