yes, it's an IF. The "c" in the serial number stands for custom, so it would be a good idea to get complete measurements from the seller before buying it as it's not stock geometry.
Well, it probably was beat to hell, and a cheap pick-up, so rather than risk it rusting or spending money to get it done right, he did a DIY job. It happens...bet it doesn't look half-bad if he did it right, at least for rat rod/ messenger bike duties

Seller says top tube at 23 inches so 58.42 cm for us continental europe guys 
seems quite long for a 43.8 cm seattube axle to top ? how come ?
or is it because it is a more modern geometry, than the old one I am accustomed to ?
