Technically, the guy on the bicycle is right, you're supposed to give a bicycle the same room as a car when passing and there isn't really room for a car there, unless they pretty much touch wing mirrors. There's also a drain and the first foot or so of the road nearest the curb looks a bit lumpy, so I assume he'd be riding about 3 feet out from the edge of the road, meaning that the car would be only 2 feet or so away as it passed, at a combined speed of 40 or 50 miles per hour, that would make me feel uncomfortable. :?
