Help identifying possible Cinelli

Has it Italian threading? Close up of under bottom bracket might help. Its not like any cinelli i have seen, but my experiences with them were in the 50s /60s.

I would have thought its mid 70s so would expect Cinelli lug set. (these were supplied to many builders).
