Help identifying a 653 frame

Hi, has anyone heard of 'Whites' frames before? I can't find anything online and the frame has an 'SR' logo next to the serial which I think means it's made by 'SR', I have no idea where the Whites comes in though.
Note, decals have been painted over on the rest of the frame and only remain on the forks.

Regardless of the 'Whites' business, anyone know what the frame might be?
