Say 16 on the dropout so it's a GT 16" which means c-c, but presumably 18" c-t

I asked the guy about that heres the reply that I got:

Thanks for your input. I know these dimensions can be misleading. The ACTUAL measurement from BB to the TOP of the seat post is as I have detailed. I think the NOMINAL sizing by GT is probably to the top tube which is the 16 shown on the frame. Hence my actual dimension quoted to avoid confusion.

95 model same year as the 18" I have listed on ebay.com right now. Mines got a handlebar GOMER (dent) in the top tube though. Like how he's got the disc brake adaoter rigged on this one. I guess they work real well on the flatter alloy dropouts.
