Top marks to you for outing a bike you were interested in yourself. From the dimensions given, it isn't all that small - fairly similar to a Kona or Rocky Mountain 16/17, rider up to 5-7 or so. And the seller was understating it when he said that the Tange Concept tubeset was one down from Tange Prestige - in fact it was one up from Tange Prestige, and was Tange's highest level when it first came out. The same heat-treated tubes as Prestige, but ovalised and tapered, which all adds to the cost of manufacture but makes it better suited to mtb stresses than plain old round.
