The standard frame tube sizes are all inch fractions - 1 1/8" (28.6mm), 1 1/4" (31.8mm), 1 3/8" (34.9mm), etc.
I know that old French road bikes often used metric tube diameters that were close equivalents to the Imperial sizes - 25mm, 28mm, etc. Just a guess, but I wonder if there were early French mountain bikes that had a 30mm seat tube. I know that Shimano were still supplying French standard parts for the French market fairly late in the day: I've got a French-threaded UN71 cartridge bottom bracket in a box somewhere.
i once had a 30.0 M732 too but havent seen it on any other model yet. it worked on a 31.8mm seat tube with a longer bolt cause the clamp is flexible enough. no idea what they were meant for.
