Frame ID help

I have this frame but not sure of maker, although it has been suggested it could be an Ernie Clements. If anyone could help with ID that would be great. Thanks.

If it helps frame number is 36 47 with 83 underneath on the bottom bracket and 36 47 on back of fork crown. Bayliss Wiley bottom bracket. Thanls
