Usually it is because there is a fixed percentage fee for the reserve you list. Its quite high if i remember so i would rather start the bids at my reserve if I was going to sell on ebay .This was on eBay a bit back. I was the second highest bidder and looking at the bidding history afterwards it was definitely some shill bidding going on.
It was then relisted at a higher price straight away than the auction ended at, and now has been dropped a few times since. It’s now not much more in price than I bid at it.
No idea why sellers don’t use a reserve if that’s their game as it’s certainly put me off buying it if the seller isn’t a straight shooter.
