He does say it's a 19 and he's closer to it than I am, but I would bet a four-bar Kitkat that it's a 20.

The top tube is 3.4cm deep as it meets the head tube. On a size 19, the gap between top tube and down tube is c3.5cm. On a size 20, it is c5.5cm. We can judge for ourselves whether the gap looks about the same depth as the head tube, or more than one and a half times as great. It looks like the latter to me.
