$250 doesn't sound THAT bad. 
It has a titanium seatpost which is worth $50 - $75 by itself depending on which brand it is and the guy sounds like he's willing to go lower than $250 because he says make an offer. I agree - Craigslist can be more addictive than eBay because it's a more challenging to find what you want but the prices are usually a lot better than what you'll find on the bay.

That's a bargain, the fact he suggests it's use as a commuter maybe indicates he does'nt know it's rareity/collectability ?
