Probably just area specific advertising. They are very good at it.
For some reason my internet provider puts me as in london (assume head office?) so i get lots for around there.

We run google ads which I guess the Obama one was.

Charge are a paying advertisier for which I can only thank them (and ask you show them your support ).

Not sure exactly how the Google advertising works but it is tailored for you. It looks at various data, location being one but also your web and search histories. All rather clever.
