Nice bike, really nice, but no way is that sub 17.5 pounds.

See my OCLV build - trying to create a sub 20lb retro bike with all the gears is hard. The spinergys are not light. and there are some other heavy bits there.

Lovely, but the scales aren't right.
 
I don't want to criticize but love the frame not loving the build.

Get some proper wheels.. Probably go cantis.. Lose a bit of bling.

Bike as it stands is a lot less than sum of its parts. Let frame do the talking.
