I bought a pair of Yeti gaiters on eBay recently, and I've been wearing them with a pair of suede and canvas boots:

The gaiters are designed to work best with specific soles, providing a completely waterproof seal against the rand of the boot. My boots aren't designed for these gaiters and the soles are probably a little too flexible, but the combination still works well. I've been using them for cycling, wearing the gaiters under Gore-Tex overtrousers, with a Scotchlite strap on each ankle to keep my trouser cuffs out of the chain. I've never had such warm feet in cold weather. The only thing left to do is to bodge a longer Power Grip to fit over the bulky combination.
Does anyone know of a similar product designed to be used in conjunction with SPD-compatible shoes? I've had cycling overshoes in the past in neoprene and Gore-Tex, but nothing that leaves the sole completely unobstructed and is completely watertight and walkable. It seems to me that an SPD-compatible Yeti boot/gaiter combination would be ideal for wet weather commuters, tourists and mountain bikers.
