Could this be a Mercian frame? Number 9583 on the bb

Hi I have a friend who has a vintage frame, it is stamped 9583 on the bottom bracket, it has 3 cable guides on the top of the crossbar, 2 gear cable guides on the top of the bottom bracket, it has braze ons for front and rear mudguards, as for the components it has Mavic rims on Campagnolo record hubs, Stronglight cranks Shimano, 105 rear mech, Criterium Cinelli 65-88 handlebars and Exage dura-ace brakes,
Unfortunatley I have no pictures at the moment to post...

Any help or guidance would be apprieciated
