Clements frame but what type and when?

Recently acquired Clements bike, can anyone tell me about it?
27" wheels but 12 speed,so must be of an age.
The head badge is stuck on, but the frame badge looks like it once said Reynolds but it doesn't look like any Reynolds badge I recognise.
Kit on it is fairly low level Shimano Altria levers, Sakae bars. MilleRemo pedals. Nothing special anywhere.

Any help out there?

Looks to be an offering from Brigg or Barton on Humber low to mid range quality 1970ish possibly Falcon/ Elswick built, a definite Factory multiple production machine

Based in Newtown in the old Phillips factory also incorporating British Eagle, Barry Hoban and possibly others.
