CLaud Butler 1950s? Please can you help me identify

Hello, I pick up this Claud Butler over the weekend. It dates back to 1950s I am told. I am just starting my research. Any ideas what this is? It has handle bars from Track/Sprint I think but is not a fixed speed. Thank you
