Maybe an oxymoron but its essentially something I can use around town and be happy to leave outside.
I would like something around London or one of the mainline stations that is a max of 2hrs from London.

Oh yes size - around 19" I guess would be right.
Sorry should have specced budget, something around £100 ish and while perhaps in steel with rack and mudguard mounts like a trek 970 perhaps
