Carlton (or Raleigh) seat binder bolt size/type

Wondering whether anyone knows the correct seat binder bolt for a 1973 Carlton?

It's not the standard 8mm type, it's slightly narrower, around 7.6mm on the vernier caliper. That's not the threaded part, but the bit that recesses in.
I have a standard Simplex one but that doesn't fit, it's ever so slightly too wide in diameter.

Any ideas? I'm at a loss as I need to replace the one I have as its rusty.
