I have just picked up a late 90s / early 00s bike with a C4 fork. It is by the same people who made the Joker and other outlandish-looking carbon bikes. But I can't find out much about them - does anyone have any knowledge to share?
Not a great deal, but they may have been something to do with Dave Lloyd bikes?. This example is on eBay at the moment (see below), I did a bit of digging around on the web to find out more about it and there was some contact info for Dave Lloyd that mentioned C4 bikes in the write up.

Dave Lloyd sold quite a number of C4 Jokers during the last couple of years he ran his business.
He had stopped making frames by then, I think his steel frames may have been made in Paul Donohue's workshop, but he also sold carbon, alloy and the occasional titanium frame, where these were sourced from I have no idea I'm afraid.
