anyone understand how paypal works?

i agree to an extent but they were posted to him so he could only go on my word that they are et35. if one really is et45 then i should do something about it. i'm really not sure it is and if he wont go to any effort to show that it is wrong, what can i think

How does it work? In much the same way as the national banks of all the banana republics, it does whatever it wants to with impunity.

First off-As soon as you get money in paypal, immediately transfer it into the bank, take it out their hands completely.

Alloys for a car??,sounds like a chav scumbag,And this tactic is well known
You were wrong to meekly back down, and should have pushed for him to return them at his cost and upon receipt, refund him his outlay

And it sounds like blackmail to me

'give me extra money or i force a refund and cause you problems with your account,i didnt see anything about returning your stuff.
If he wants a refund ,then he will have to return the goods in the same condition as is pictured in the auction[dont tell him this in that way]just say in the condition sent in.that way if he deliberately damages it ,you can refer to the pics for proof that the damage was not there when it was sent.
And its limited to what he paid ,nothing else
As to damages

A judge would dismiss his claim as its ridiculous and leave him with court costs

Give him nothing and threaten paypal with small claims court action,Tell them you are interpretation this as a blackmail attempt

Bottom line is ,this prick doesnt write the laws of the country and as far as i can see, doesnt have a leg to stand on.
Fight fire with fire
Send him a very angry email and tell him you'll happily go to court on this and Tell him you want him to start proceedings and you're looking forward to seeing him in court and him being left with a large legal bill.
In court he will have to prove that something is wrong with your wheels

tell him he's been watching too much Judge Judy

NEVER MEEKLY BACK DOWN TO THESE CHANCERS
Fuc* him and fuc* him large portions  or at least threaten to

Ps
If he eventually does have to return them and does so via standard parcels
Tell him it didn't arrive

Don't we have to include bank details so this cant be done now ? I think it was part of that stealth agreement that had you agree by ignoring it and only disagreed if you read it all and declined .

Good point
Then you should also tell your bank to block any debits from the linked account going to paypal.
Its your bank account, you do have that power.
The bank told me they could during one of my complaints to them, the paypal fees for ebay came off when the account was near at its limit.and i incurred charges,
they said i could block transfers if my account was low and these fees were due, just by asking at your branch.
