Any info on frame builder 'Kotters'

I have source a Kotters frame online that I might buy.

It is mid 1980's, lower-end Columbus Aelle tubeset but has really nice pantographing on the seatstay caps, lugs, fork crown and bb shell.

So who was this guy 'Kotters'? It sounds either German or Dutch to me but I'm not sure.
